Somehow I just stumbled across this one. No idea how long this feature has been around.

Mac users:
CONTROL + OPTION + COMMAND + 8

Photoshop Tips & Tricks

There are a couple of ways you can go about adding new layers to your Photoshop documents. Clicking on the NEW LAYER button in the layers palette will do the trick, or you can access it from the Layers menu. The quickest way though in my opinion to add a new layer is to use the keyboard shortcut. On Macs, it’s Command+Shift+N. On Windows, Control+Shift+N.
